Founder
Tracey Burkhardt, RN, RAC-CT, WCC, is the Founder and Principal Consultant of Burkhardt & Associates Legal Nurse Consulting, a healthcare consulting firm she established in 2015. With more than 29 years of experience in healthcare and long-term care leadership, Tracey is recognized for her expertise in regulatory compliance, risk management, reimbursement, quality improvement, clinical operations, and legal nurse consulting.
Throughout her career, Tracey has held progressive leadership positions ranging from bedside nursing to regional clinical oversight, providing guidance and support to skilled nursing facilities, assisted living communities, healthcare organizations, and legal professionals. Her extensive background includes survey preparedness and recovery, quality assurance and performance improvement (QAPI), MDS and reimbursement oversight, wound care management, infection prevention and control, staff development, competency validation, and regulatory compliance.
Tracey has successfully partnered with healthcare organizations to strengthen clinical outcomes, improve quality measures, reduce regulatory risk, and develop sustainable systems that support operational excellence and resident-centered care. She is highly experienced in conducting mock surveys, root cause analyses, documentation audits, care plan reviews, directed in-service education, and leadership mentoring for nursing home administrators, directors of nursing, and interdisciplinary teams.
In her role as a Legal Nurse Consultant, Tracey provides medical record review, standard of care analysis, chronology development, case screening, and litigation support for attorneys and healthcare organizations. Her ability to bridge clinical practice, regulatory requirements, and legal considerations allows her to deliver clear, objective, and comprehensive case evaluations.

Kimberly Bastinelli
Senior Clinical Consultant
Kimberly Bastinelli, RN, BSN, MSN, LNHA, serves as Senior Clinical Consultant for Burkhardt & Associates Legal Nurse Consulting. With more than 25 years of experience in healthcare and long-term care leadership, Kim brings extensive clinical, operational, regulatory, and administrative expertise to healthcare organizations and legal professionals.
Kim joined Burkhardt & Associates in 2022, bringing a distinguished background in nursing leadership, skilled nursing facility operations, quality assurance, regulatory compliance, risk management, and staff development. As both a Registered Nurse and Licensed Nursing Home Administrator, she offers a unique perspective on the clinical, operational, and regulatory challenges facing healthcare providers today.
Throughout her career, Kim has successfully led interdisciplinary teams, developed quality improvement initiatives, strengthened regulatory compliance programs, and implemented systems designed to improve resident outcomes and organizational performance. Her expertise includes survey preparedness and recovery, quality assurance and performance improvement (QAPI), policy development, clinical education, leadership mentoring, risk mitigation, and operational oversight.
